The II. Tasks and services of Ferenc Rákóczi Library at county level arising from the law

  • provide the county's legal deposit, digitization and collection the Electronic Catalogue tasks related to its construction,
  • organizes the cooperation of libraries operating in its territory, coordinates the events of national library programs in the county,
  • performs and organizes the library services of the ethnic inhabitants of the county,
  • provide services to support the activities of municipal libraries,
  • organise the statistical reporting of libraries operating in the county,
  • carry out extracurricular library further training and vocational training, and assist in solving new tasks by providing professional advice,
  • operate the the Library Supply Service System,
  • provides services available on the basis of an agreement for the organization of library services for local governments, prepares expert material on request,
  • coordinates the development of municipal libraries, in the framework of which it proposes to the maintainers of urban libraries and municipal public libraries operating in the county the development of the library in order to enforce the professional requirements laid down in the minister’s decree
  • coordinate the preparation of the qualification of municipal libraries,
  • provide for the National Document Supply System within the framework of the service library defined tasks.
  • organises once a year an information workshop for librarians in the county on the implementation of library services;
  • perform the tasks related to making local knowledge documents available electronically.

Interest-enhancing aid

Point 2.4.8 of Annex 3 to Act XC of 2024 on Hungary’s central budget for 2025 provides as follows.

Appropriation: HUF 300 million

18.1. Kult. tv. Section 64(2) a) In accordance with point (b), the municipality is entitled to support the increase of the holdings of the municipal public library and the development of the technical, IT, technical equipment and equipment of the public library.

18.2. The amount of the aid shall be the sums spent by the municipalities maintaining the municipal public library or the municipal library with county scope on increasing the library documents financed from their own revenues and on the development of library infrastructure in the year preceding the reference year (hereinafter: in proportion to the municipal contribution for the year preceding the reference year).

18.3. In determining the municipal contribution for the year preceding the reference year, no account may be taken of state subsidies, neither the amount from the tendering source nor the amount from the support of the National Document Supply System.

18.4. The minister responsible for culture shall lay down the rules for the provision of information necessary for the establishment of the subsidy. The aid is defined as follows:

T = Ki*(Ei/ΣK)

where:

T = the amount of aid due to the municipality,

Ki= the amount of the municipal contribution for the year preceding the reference year,

Ei = the amount of the appropriation,

ΣK= nationally aggregated amount of Ki.

18.5. A municipality is entitled to a maximum subsidy of HUF 30.0 million on this basis.

18.6. A municipality may not receive aid if, according to the formula set out in point 18.4, the calculated amount of the aid is less than HUF 100 000. The expenditure of these municipalities shall not be taken into account for the determination of the final grant, the remaining amount shall be distributed among the municipalities receiving the grant.

18.7. The annual amount of the subsidy due to local governments shall be set by the Minister responsible for culture by 30 May of the current year.

18.8. The grant will be disbursed in one instalment in June of the current year.

18.9. From the point of view of the aid, only expenditure accounted for by the governmental function of increasing and registering the library’s stock 082042, and by the governmental function of exploring, preserving and protecting the library’s stock 082043 may be taken into account for the development of the library’s infrastructure, and the amount spent on the development of the technical, IT, technical equipment and installations of the public library 50%shall not exceed . The deadline for the use of the aid is 31 December of the current year.

18.10. The municipality shall provide information on the use of the subsidy by 28 April of the year following the reference year, the form, content and order of which shall be laid down in the Guide issued by the Minister responsible for culture.

Nationality allowance

One of the most important sources of ethnic culture is the book and document written and published in the mother tongue. This means, on the one hand, works published by the national authors of the host country and, on the other hand, access to the most important works of the mainland literature. The supply of national minority books, libraries and national minority culture are therefore closely interlinked and play an important conservation role.

The Cultural Act of 1997 requires county libraries to organise and provide library services for residents belonging to nationalities at county level (Section 66(c)). Nationalities also live in our county and in the city with county rights, therefore it is a priority to care not only for the sporadic, small number of nationalities, but also for the larger proportion of German, Roma and Slovak nationalities. In Miskolc there are Bulgarian, Greek, Polish, German, Armenian, Roma, Ruthenian, Slovak and Ukrainian national minority self-governments, in the county these will be expanded by a Romanian self-government.

In terms of population, the most important nationalities in our county are German, Roma and Slovak. Roma are the largest number of ethnic minorities and the most disadvantaged. Although their statistical and numerical definition is not clear on the basis of both language knowledge and nationality, the fact is that in 169 settlements in Borsod-Abaúj-Zemplén County there are a significant number of inhabitants claiming to be Roma, primarily in Miskolc, Abaúj-Hegyköz, around Ózd and Encs in small settlements and small villages. In the latter, in many places the Roma minority is in the majority (in some cases 90-100%compared to the proportion of the Hungarian population.

In the past few years, several remedial programmes have been launched in the county, and our institution, with its own tools and funding, continuously contributes to the success of their goals and efforts.

There is also a significant proportion of German and Slovak nationalities in the county. Since 2008, we have delivered German and Slovak literature to a number of municipal and/or school libraries as part of the escrow service.

In order to expand the collection of our National Minority Collection, we receive 150,000 HUF non-refundable grant from the National Foreign Language Library for the acquisition of documents on an annual basis.

In connection with the acquisition and collection of national minority documents, our institution is primarily and fundamentally based on the tender opportunities of the National Cultural Fund and the support framework implemented with the help of the National Foreign Language Library.
